Sunoco Partners Marketing & Terminals LP Combines Neches Permits, Replaces Dock Facilities

Sunoco Partners Marketing & Terminals L.P. applied to the Galveston Engineer District to combine several permits it holds in order to maintenance dredge a section of the Neches River for 10 years, and to modify and replace some existing structures.

The company said it would remove 10 existing breasting dolphins, along with the existing Dock 1 platform, walkways, pipelines, an approach way and a dock house.

On Dock 1, the company then plans to install four new ship breasting dolphins with walkways; two monopile breasting dolphins; six offshore mooring dolphins; a new approach way; a 60- by 40-foot valve containment; two new firewater intake structures, one  60 by 30 feet and the other 40 by 40 feet; a dock house; a 12- by 154-foot hose tower with hydraulic crane, gangway tower, dock safety unit skids, product loading arms, piperack, and  approximately 1,989 linear feet of sheetpile bulkhead. The existing bulkhead is to be abandoned in place.

On Dock 2, the company wants to remove two existing product loading arms, product piping, a gangway support structure, an MA control tower, a sump pile, and fender panels.

It will the install a new 15- by 20-foot gangway tower foundation extended from the previously authorized platform, a gangway tower; a 12- by 45-foot talk hose tower with hydraulic crane on the previously authorized platform; new product loading arms on the previously authorized platform; two 54-inch-diameter monopile breasting dolphins, four 5.5-foot and 12-foot breasting fenders on existing dolphins, and a piperack with 24-foot wide bents spaced every 20 feet. 

On Dock C, the company wants to remove nine existing breasting dolphins; the platform, two firewater pump foundations and related equipment; firewater intake support piles;  the existing approach way and dock house; a section of the existing bulkhead and product piping; and the 6-inch diameter Sunoco LP pipeline. It will replace those structures with a 100- by 60-foot pile-supported platform; new gangway tower and hose tower with hydraulic crane; two monopile breasting dolphins; six onshore mooring dolphins; onshore containment foundation; firewater intake structure and equipment; a dock house and piperack and product piping; and about 1,160 linear feet of sheetpile bulkhead.

The project will include dredging of about 330,000 cubic yards of material to a depth of 43 feet, with advanced maintenance and a 1-foot allowable over-depth.

The proposed dock modifications would not permanently fill any wetlands or special aquatic sites, according to the application.
