In a May 15 ceremony, Col. Torrey DiCiro assumed command of the Northwestern Engineer Division from Maj. Gen. Scott Spellmon, who had served as commander since July 2015.

DiCiro will oversee a 5,000-member workforce and a multi-billion-dollar annual program in civil works, military construction and environmental restoration that spans 14 states throughout the Columbia and Missouri river basins. These activities are implemented through five operating districts in Portland, Ore.; Seattle and Walla Walla, Wash.; Kansas City, Mo.; and Omaha, Neb.

DiCiro will lead until July, when a new commanding general will assume command of the district.
