CF Industries Plans Ammonia Plant At Lower Mississippi River Mile 184

CF Industries Blue Point LLC has filed a permit application with the New Orleans Engineer District for an industrial blue ammonia facility and marine terminal on the Mississippi River in Ascension Parish, La. The site is on the right descending bank of the river at Mile 184, near Modeste, La.

The proposed blue ammonia facility would include a heavy haul road, marine terminal, pipe rack crossing the levee and associated infrastructure. It will use a natural gas pipeline to fuel the ammonia manufacturing process. The facility would produce approximately 4,300 tons per day of low-carbon ammonia through the implementation of carbon capture and sequestration technologies, the company said in the application. The final product is a form of ammonia that can be utilized as a hydrogen-based fuel or fertilizer and will be exported via barge or ship, the company said.

Construction of the facility would involve dredging about 45 acres of the Mississippi River bottom; material would be disposed of in the river below the -55-foot contour downstream of the project site.

In a September 2023 press release from Louisiana Economic Development, CF Industries said the proposed new facility would cost more than $2 billion and would create 50 direct new jobs.
