On The Move: Bourgoyne, Stibich, Barre, Tosie

Inland Rivers, Ports and Terminals (IRPT) has announced the election of two new basin directors, Mary “Molly” Bourgoyne, P.E. and Sean Stibich. They will serve as two of the 25 basin directors who, along with five other officers, comprise IRPT’s full board of directors.
“The election of Sean Stibich and Molly Bourgoyne underscores IRPT’s mission to champion a strong, connected and competitive inland river transportation system,” IRPT said. “Their leadership, insight and regional perspective will help guide the association’s initiatives, advocacy, members and strategic direction in the years ahead.”
Stibich and Bourgoyne will both represent the Gulf and Gulf Intracoastal Waterways Basin on the IRPT board.
“Sean and Molly bring a strong combination of port operations, infrastructure development and strategic leadership to the board,” IRPT said. “Together, they will represent and serve IRPT across one of the nation’s most economically significant maritime corridors, supporting public ports, private terminals, navigation districts and marine operators that drive domestic and international commerce along the Gulf Coast and Intracoastal Waterway system.”

Bourgoyne is the director of ports for the Office of Multimodal Commerce at the Louisiana Department of Transportation and Development. She serves as the head of the Louisiana Port Construction and Development Priority Program. According to IRPT, Bourgoyne has worked in areas such as pipeline safety, dam safety and waterways development, as well as deepening studies such as the Mississippi River Deepening project.
“(Molly’s) experience in both engineering and public infrastructure planning provides valuable leadership for the Gulf and intracoastal basin,” IRPT said.
Stibich has served as the executive director of ports operations for the Port of Victoria in Victoria, Texas, since 2019. Under his leadership, the port has drawn in more than $10 billion in investments. He oversaw the development of the Texas Logistics Center and helped usher in a new era for the port as a “gateway facility” in mid-Texas.
“With a career spanning marine transportation, terminal operations, heavy lift shipping and port management, Sean brings extensive operational and strategic leadership to the inland waterways industry,” IRPT said.

Maritime Partners has officially welcomed Per Barre to its team as its new managing director. Barre holds nearly 20 years of experience in the business industry, including in tanker brokering, investment banking, structured finance and vessel investing.
“We’ve already seen what he brings to the table, and we’re excited for you to get to know him, too,” Maritime Partners said in its announcement. “Welcome (officially) aboard, Per!”
Barre is an alumnus of Davidson College and Bayes Business School. After several years at SEB Investment Banking and ABN AMRO, Barre stepped into the maritime world in 2022 while serving as vice president of investments at the marine investment firm Ridgebury Tankers. He served as managing partner at Lockwood Maritime, LLC for four years before joining the Maritime Partners team.
Missouri River Relief, a nonprofit organization dedicated to preservation and outreach on the Missouri River, announced the appointment of Kevin Tosie as interim executive director on May 13.
Tosie began his career at Missouri River Relief more than a decade ago as a volunteer. He then went on to serve the organization as its operations

manager, a position he held for eight years. He takes the place of Jami Wade, who served as executive director for nearly two years.
“(Tosie) brings deep knowledge of our programs, our people and the river we all care so much about,” Missouri River Relief said in its announcement. “The board expresses its gratitude to Ms. Jami Wade for her service to Missouri River Relief.”
